Founded in 2000, Institución Universitaria Bellas Artes y Ciencias de Bolívar (Bolívar University of Fine Arts and Sciences) is a non-profit public higher-education institution located in the urban setting of the metropolis of Cartagena (population range of 1,000,000-5,000,000 inhabitants), Bolivar.
