Founded in 1973, Instituto Tecnológico de La Cuenca del Papaloapan (Institute of Technology Papaloapan Basin) is a non-profit public higher-education institution located in the small city of Tuxtepec (population range of 50,000-249,999 inhabitants), Oaxaca.
